To empower and provide high-quality care for individuals experiencing barriers to care, including but not limited to cultural, geographic, language, homelessness, mental conditions, and financial and other significant barriers to care.

CHAO also works to improve access to care for the many individuals without coverage or who face other significant barriers to care. The number of uninsured individuals in Oregon is now over 600,000, and this rising trend has tremendous economic and human impact on all Oregonians. Individuals without insurance often avoid needed care or seek care when it’s too late. The cost of providing care to the uninsured is absorbed by the entire system, primarily by employers and individuals with private insurance. According to a Families USA report, the cost of health care for the uninsured increased premiums for families with private and employer-based health insurance in Oregon by $1,100 in 2005, and this number is projected to increase to almost $1,900 in 2010. CHAO is committed to expanding care for Oregon’s most vulnerable children and adults.

CHAO has demonstrated success in convening a broad base of health care reform stakeholders to advance both of the above strategic initiatives. To date, CHAO has built a grassroots advocacy network, comprised on over 5,500 individuals. In addition, CHAO has convened 4 successful Health Policy Forums. As in prior years, participants included over 200 individuals representing a broad cross section of health care stakeholders, advocates, business leaders and community members.
